Is a civil internet possible?

Watching the unraveling of Canadian politics put into focus just how normalized dysfunction is today and how accepting we are of an uncivil society. The defense of which is typically a market rational. But who profits from an uncivil society, clearly not Canadian industry which is estimated to have lost $1B from the port blockades.
